SUMMARY OF CONTRIBUTIONS
The contributions made to the Central Government and Judicial Branch Retirement System are additional benefits for pensioners granted by law, for example: medical insurance premiums, Christmas bonus, prescription costs, pension increase for cost of living adjustment and high risk pensioner group benefits, all in order to improve the quality of life. The Government Employees and Judicial Personnel Retirement Systems Administration is the Agency that administers these allocations. The allocations included in this section are authorized by the following laws: LEGAL AUTHORITY Act No. 447 of May 15, 1951, as amended, created the Commonwealth of Puerto Rico Government Employees' Retirement System which is considered a trust. Act No. 12 of October 19, 1954, as amended, known as the Judicial Personnel Retirement Law, created the Commonwealth of Puerto Rico Judicial Personnel Retirement System. Act No. 2 of January 4, 2000, derogated Act No. 82 of May 2, 1941 that granted a pension to the widows of the House of Representatives and Senate Presidents without diminishing the rights acquired by widows before the approval date of this law. Act No. 6 of December 6, 1950, provides for the payment of pensions to widows and dependents of deceased law enforcement functionaries and for those that became disabled as a consequence of acts of violence that occurred in Puerto Rico in the week of October 30, 1950. Act No. 7 of December 12, 1950, provides for the payment of pensions to the dependents of correctional guards who died or became disabled as consequence of acts of violence that occurred in Puerto Rico's insular penitentiary on October 28, 1950. Act No. 27 of May 6, 1955, provides benefit for death related causes to beneficiaries or survivors of pensioners under the provisions of Act No. 23 of July 16, 1935, as amended, and Act No. 70 of May 3, 1931, as amended, and the laws that were derogated by these. Act No. 72 of June 20, 1956, as amended, authorizes the use of funds from the Government Employees Retirement System and the Judiciary to grant loans for cultural trips to active and retired public employees. Act No. 127 of June 27, 1958, as amended, provides for the payment of pensions to members of the Police, fire fighters, penal guards, the National Guard, the Vigilante Force or Internal Revenue Agents, Special Investigations Unit Agents, superintendents of the Department of Justice penal institutions, Puerto Rico Prison Industries Corporation general administrators or assistant administrators, Corrections assistant directors, general justice tribunal bailiffs and their heirs that while performing their duties became physically or mentally disabled to perform their functions or died while doing so. Act No. 95 of June 29, 1963, as amended, known as the Public Employees Health Benefits Law establishes a medical surgical benefits insurance that includes hospitalization and supplementary benefits for Commonwealth of Puerto Rico functionaries and employees. This law covers pensioned employees of the Central Retirement System. Act No. 2 of March 26, 1965, as amended, grants a lifetime annuity of $25,000 to anyone that has served as the elected Governor of Puerto Rico before 1992 and a lifetime annuity of $10,000 to all ex-governors widows. Act No. 169 of June 30, 1968, as amended, provides a pension for the beneficiaries or the heirs of the Puerto Rico Police and its Instrumentalities that die while receiving a pension from the Puerto Rico State Government Retirement System or any other system or government pension law applicable to the members of the Puerto Rico Police. The aforementioned beneficiaries will not have the right to a pension if the member of the police force, as a participant of the Puerto Rico State Government Retirement System, is covered under Title II of the federal Social Security law. Act No. 105 of June 28, 1969, as amended, provides a pension for the surviving spouse, minor and/or mentally or physically disabled children of participants of the Government Employees and Judicial Personnel Retirement System that died while receiving an annuity from retirement or disability from said system. Act No. 124 of June 8, 1973, as amended, raises pensions granted to retirees before July 1973. Act No. 98 of June 4, 1980, as amended, grants a Christmas bonus to pensioners and beneficiaries. Act No. 23 of September 23, 1983, as amended, increases the pensions granted under the law that created the Retirement System of the Employees of the State Government of Puerto Rico and its Instrumentalities under the funds or pensions that are superseded by it. Joint Resolution No. 726 of December 9, 1995, granted a lifetime pension of $7,200/year to Mr. Wilfredo Benitez, which is exempt from any state taxes. Act No. 208 of August 25, 2000, established an increase of $200 or the difference between the annual pension and $1,000, whichever is less, for pensions for members of the Puerto Rico Police that are receiving or have the right to receive pensions less than $1,000/month and authorizes the Retirement System Administrator to implement this law. Act No. 37 of June 13, 2001, created a summer bonus for pensioners of the Government Employees and Judicial Personnel Retirement System in order for the pensioners of said systems to receive $100 the month of July, every year. This bonus is tax exempt. Act No. 40 of June 13, 2001, increases pensions granted under the provisions of Act No. 447 of May 15, 1951, as amended, by 3%, becoming effective on January 1, 1998 or earlier. Act No. 41 of June 13, 2001, increases pensions to judges granted under the provisions of Act No. 12 of October 19, 1954, as amended, by 3%, becoming effective on January 1, 1999 or earlier. Act No. 33 of February 11, 2002, grants a lifetime pension of $20,000/year to Mrs. Luz Martinez- Martinez, as the widow of the former chancellor and former president of the University of Puerto Rico and former Resident Commissioner in the United States, Mr. Jaime Benitez-Rexach, effective July 1, 2001. Act No. 155 of June 27, 2003, granted a Bonus for medications that is exempt from income tax to pesnioners of the Retirement System of the Government of Puerto Rico and its Instrumentalities, and for pensioners under any law administered by the Retirement Systme Administrator, except those pensioners under the provisions of Act. No. 305 of Septemeber 4, 1999. Act No. 35 of April 24, 2007, increases pensions by 3% in January 2007 and by 3% in July 2008, this applies to pensions that are under $1,250 a month.
FISCAL YEAR 2011-2012 ADOPTED BUDGET The adopted consolidated budget for Fiscal Year 2011-2012 is $249,672,000. Funds are provided by Special Appropriations - General Fund. This budget reflects an increase of $7,047,000 in comparison with the funds allocated for Fiscal Year 2010-2011. This is due to an increase in pensioners and to employees receiving the benefits of Act No. 70 of July 2, 2010, known as the Retirement and Retraining Incentives Programs Law. The funds allocated to the Government Employees and Judicial Personnel Retirement System will allow the System to provide funds for pensions and social security as directed by law.
