as amended, known as the Puerto Rico Institute of Forensic Sciences Act. MISSION Analyze evidence in a scientific manner in order to assist in clarifying the truth for the benefit of Puerto Rican society. VISION To become leaders in Forensic Sciences through the use of the latest technological advances, streamlining and integrating services with those of law and order agencies in order to speed up the judicial process and offer quality of service, in a prompt and sensitive manner within an environment of effective communication, trust and professionalism. ORGANIZATIONAL STRUCTURE The Institute of Forensic Sciences is comprised of the following organizational units:
GEOGRAPHIC LOCATION The Institute of Forensic Sciences is located in the Reparto Metropolitano Subdivision, 9 Maga Street, corner of Casia St. SE, in Ro Piedras. The Institute also has two regional laboratories located in the municipalities of Mayagez and Ponce as well as a Forensic Research Unit in Ponce. PROGRAMMATIC STRUCTURE POSITIONS FILLED
PROGRAM Forensic Sciences Criminal Investigation Program Description Provides forensic pathology services to the population in cases of violent death and any type of death, as well as in cases of cremation. Has the responsibility of investigating the causes, method and circumstances of death of any person whose death occurred under special circumstances. Works in collaboration with the Office of Investigation and Criminal Processing of the Department of Justice, the Puerto Rico Police Department and the Court, offering expert and scientific services in cases related to the commission of a crime. For this purpose it will preserve and present the evidence taken from the investigations before the Courts. Carries out tests to detect controlled substances on government employees, as well as private enterprise, as established in ACT No. 78 of August 13, 1997, as amended, and ACT No. 59 of August 8, 1997, as amended respectively. It also offers crime scene investigation services in the San Juan, Carolina and Bayamn police districts.

FISCAL YEAR 2011-2012 ADOPTED BUDGET The adopted consolidated budget for fiscal year 2011-2012 totals $17,555,000. The total includes: $16,011,000 from the Joint Resolution for the General Fund, $671,000 in Federal Funds and $873,000 in Other Income. Operating Expenses reflect a reduction of $905,000, as compared to the funds assigned in fiscal year 2010-2011. This is due to the implementation of cost control measures. The funds from the Joint Resolution for the General Fund will be used to offer pathology services to all citizens in cases of violent death and any death in which the cause, manner and circumstances of the death are unclear. These funds will also be used for the scientific/forensic analysis of physical and legal evidence generated during the commission of a crime. They will also help carry out drug testing of government employees as well as for those in the private sector. Federal Funds stem from the following grants: Forensic Casework DNA Backlog Reduction Program and Paul Coverdell Forensic Sciences Improvement Grant Program. These funds provide for the acquisition of equipment and materials to increase body storage, as well as crime scene analysis and crimes in case of the use of weapons of mass destruction. Other Income is generated by payment for autopsy services, external forensic pathology testing, pathologist certifications and drug testing.
