CIVIL RIGHTS COMMISSION.


LEGAL AUTHORITY

Act. No. 102 of June 28, 1965, as amended, created the Civil Rights Commission. Act. No. 186 of September 3, 1996, placed said commission within the Legislative Branch.


MISSION

To educate about, and protect the fundamental civil rights of all Puerto Ricans and other people residing in Puerto Rico.


VISION

To continue to be a leader in protecting human rights in Puerto Rico as well as promoting them internationally.

The Civil Rights Commission is comprised of the following organizational units:

The Civil Rights Commission is located at Num. 416 Ponce De Leon Avenue, Union Plaza Building, Ninth Floor, Office 901 in Hato Rey.

PROGRAM

Civil Rights Guidance and Education

Program Description

The Commission's main duty is to educate about the importance of fundamental rights and the ways these rights are respected, protected and extolled. To that end, it offers seminars, training, chats, conferences, congresses, discussions and related activities to different sectors of the population. In addition, it offers legal orientation to people for allege violations of their civil rights and suggests courses of action for them. Moreover, it investigates and researches these claims and complaints. It also counsels the Executive Branch and the Legislative Branch about the civil rights situation and collaborates with governmental entities and the civil rights society in protecting fundamental rights. In accordance with Act. No. 186 of September 3, 1996, it participates in judicial processes as an amicus curiae.

Objectives

  • To keep the population informed about the defense and protection of their civil rights.
  • Administer human rights protection and compliance with the law that protects those rights.
  • Conduct reserach and investigation about the life of human right claims and disputes.
  • Evaluate the laws, rules and actions of the state and municipal governments with respect to civil rights and suggest how they might be reformed.
  • Present annual and any other special report to the Governor, the Supreme Court and the Legislative Branch with the recommendations on how to effectively continue the protection of people's fundamental rights.

FISCAL YEAR 2011-2012 ADOPTED BUDGET


The adopted consolidated budget for Fiscal Year 2011-2012 is $1,193,000 from the Joint Resolution-General Fund. These resources will allow the Commission to cover its operational expenses and comply with the faculties and duties as provided by the law.
