as amended, created the Civil Rights Commission.
Act 186 - 1996,
ascribed the Commission to the Legislative Branch. MISSION
Protect the fundamental civil rights of all Puerto Ricans and other people residing in Puerto Rico and advance civil rihts through education. ORGANIZATIONAL STRUCTURE
Civil Rights Guidance and Education Program Description
The Commission's main duty is to educate about the importance of fundamental rights and the ways these rights are respected and, protected. To that end, it offers seminars, training, chats, conferences, congresses, discussions and related activities to different sectors of the population. In addition, it offers legal orientation to people for alleged violations of their civil rights and suggests courses of action. Moreover, it investigates and researches these claims and complaints. It also counsels the Executive Branch and the Legislative Branch about the civil rights situation and collaborates with governmental entities and the civil rights society in protecting fundamental rights. In accordance with Act. 186 - 1996, it participates in judicial processes as an "amicus curiae".

The proposed consolidated budget for Fiscal Year 2012-2013 is $1,193,000 from the Joint Resolution-General Fund. These resources will allow the Commission to cover its operational expenses and comply with the faculties and duties established by its Organic Law, which authorizes the Commission to conduct studies, investigations and make recommendations.
