reiterated its establishment as key agency under the Executive Branch.

Reorganization Plan. No. 4 of December 9, 2011,
known as the Department of Labor and Human Resources Reorganization Plan, repealed
Reorganization Plan No. 2 of May 4, 1994, as amended and consolidated the Department of Labor Administration and the Administration of Future Business Leaders' responsabilities under the Department. MISSION
Formulates and manages public policy related to the protection of the employee and establishes programs directed towards the formation, training and development of human resources. Promotes a peaceful work environment and fosters the relations between management and employees. ORGANIZATIONAL STRUCTURE
Business Operation and Administration Training Program Description It's a self-employment sub-program that promotes activities designed to reduce unemployment in people 18-29 years of age. It provides the skills that young people need to begin entrepreneurial projects in the production or services industries. In addition, it addresses the problem of unemployment and encourages the development of entrepreneurs through its Self-Employment program and the Entrepreneurial Development Proposal. Participants are trained in the areas of: business administration, sales, marketing, management and accounting. Upon completing the course, participants will have developed a Business Plan for the establishment of their own business. The program also provides support, acts as a financing liaison and provides technical advice once the business is established.
Customers Economically disadvantaged young people between the ages of 18 and 29 that are unemployed and/or displaced workers Administration of Labor Legislation for Non-Unionized Workers Program Description Guarantees the rights obtained through labor legislation for non-unionized workers in the private sector, specifically, with respect to minimum wages, working hours and conditions, protection of working mothers and against unjustified terminations, amongst others.
Customers All non-unionized workers in the private sector Drivers' and Other Employees Social Security AdministrationProgram Description To provide those persons using a motor vehicle as a means of subsistence, a specific compensation when their income is interrupted by illness or a condition which keeps them from driving said vehicle. This insurance covers risk of illness, permanent disability, a stipend after the age of 65 and death of the insured, spouse or children under the age of 15.
Any person authorized by law to drive a motor vehicle and who, as an integral part of their work, regularly drives one and receives payment or any other form of compensation for it. Also includes those persons operating a rented vehicle on public roads, paths or private properties as part of their jobs or means of earning a living. Legal Counseling and Guidance for workers Program Description To promote the welfare of all workers and their families and improved working and living conditions, via the satisfactory enjoyment of their civil rights. When claims for violations committed by employers in violation of the laws which protect employment have not been resolved at the administrative level, this program is responsible for involving the Courts in representation of the affected workers and has the responsibility of guaranteeing and protecting the rights of the workers and promoting industrial peace via the fair solution of the differences that arise between workers and employers. In addition, it has the obligation to offer adequate orientation and assessment to avoid violations of the law. Cases are submitted for review by the Program for the Administration of Labor Legislation for Non-Unionized Workers and other programs, for legal representation in court actions or in adjudicating forums for compliance with the laws and regulations of the Department of Labor and Human Resources. Execution of the sentences dictated by the courts in favor of the workers are facilitated and accelerated either for collection or imposition of embargos, as needed.
Customers Workers with unresolved wage claims at the administrative level, workers and employers with appeals on decisions on unemployment insurance, driver's insurance, and non-work related disability and employers appealing decisions on work standards, and health and security on the job. Program Description Offers financial assistance to workers who lost their jobs for reasons beyond their control, and who are ready and willing to work. It also indemnifies the worker for the loss of income suffered due to his/her involuntary unemployment.
Workers who are covered by Unemployment who have become involuntarily unemployed, who are able and willing to work, includes agricultural and domestic service workers and federal, state, and municipal ex-employees as well as veterans and employers. Program Description Identifies, evaluates and authorizes qualified inmigrants for employment in Puerto Rico. Counsels employers, applicants, inmigrants and labor attorneys regarding the process for applying for a Work Visa.
Costumers Farmers and workers from other industries. Settlement and Arbitration of Labor DisputesProgram Description Works toward the establishment and maintenance of industrial peace, by carrying out a series of activities geared toward reducing to a minimum the adverse effects of worker-employer conflicts, detrimental to the normal course of industry, commerce and agriculture. Provides conciliatory assistance to the parties involved in the controversy generated as a result of collective bargaining, as well as voluntary mediation service, free of cost, for the quick resolution of controversies originating from the administration, application and interpretation of the collective bargaining agreements. This unit also carries out preventive mediation activity geared toward discovering possible areas of conflict in the worker-employer relationships.
Labor unions, employers and unionized employees. Program Description Federal Tax incentive credit was provided to private-sector businesses for hiring individuals from specific groups who have consistently faced significant barriers to employment.
Costumers Private sector businesses that file Federal Taxes, Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Program (SNAP) participants, ex-convicts, veterans, Administration of Vocational Rehabilitation participants and Ticket to Work Program referrals. General Management and AdministrationProgram Description Plans and coordinates programs for the Department of Labor and Human Resources and sets the guidelines for the development of public policy relating to labor issues and the use of the human resources in Puerto Rico. Also provides the administrative services that support the operating programs. Customers Operations and management personnel from the Department, its agencies and units. Statistic Department (Work related injuries, occupational disease, work related death) Program Description Conducts survey related injuries and occupational disease at around 2,500 locations. They gather information about workers including: demographics, injury type, sick leave days and type of event, to mention a few. They also conduct a census to determine the amount of work related death.

Vocational Technological Education Program Description The program promotes the development of vocational capabilities that prepare participants to find and/or retain a job in order to become a productive and contributing member of society. The Program combines education and human development. It offers tutoring services to guide the participants towards improving their skills or to obtain a high school equivalency diploma. It facilitates access to educational opportunities in different geographic zones through 7 vocational institutions around the Island.

Economically disadvantaged youth, 14 to 29 years old that are unemployed, out of school or are displaced workers.
Program Description Provides statistical sample data by industry and occupation based on a study completed to publish information regarding the wages and occupation of non-agricultural establisments. Study lasted 3 years using a random sample of 10,500 non-agricultural establishment and was conducted via mail. Every year, around 3,500 establishments representing all industries participate of the survey. The establishment surveyed are selected by the Quarterly Census of Employment and Wages (QCEW).
Costumers Data is utilized by: Inmigration Certifications, Job Security, Professional Counselors, Educational and Vocational Programs Planners and in the Judicial Centers at the different nutrition assistance offices. Non-Agriculture Occupation Census Program Description In conjunction with the Bureau of Labor Statistics, provides monthly statistical sample data by industry and size, gathered using a sample of 4,500 non- agricultural establishments via mail. The establishment surveyed are selected by the Quarterly Census of Employment and Wages (QCEW) which publishes a quarterly report that includes information about 49,000 establishments/ employers.
Costumers Employers, students, universities, private consultant, municipal organizations, state, federal and general public. Employment and Wages Statistics Program Description Annual and quarterly wage data by detailed industry, total quarterly wages, average quarterly wages and worker. Data is obtained from quarterly reports submitted by employers under Puerto Rico's Job Security Act and includes the number of employees and services rendered.
Costumers Employers, students, universities, private consultant, municipal organizations, state, federal and generic public. Local Area Unemployment Statistics Program Description Program produces monthly and annual employment, unemployment and labor force data. Data includes monthly and annual employment, unenployment, and labor force data for regions and divisions. These estimates are key indicators of local economic conditions. Federal programs use the data for fund allocation.
Employers, students, universities, private consultant, municipal organizations, state, federal and general public. Program Description Program produces data related to the effects of unemployment in the economy. It reports on mass layoff actions that result in workers separated from their jobs. Monthly mass layoff numbers are from establishments which have at least 25 initial claims for unemployment insurance filed against them during a 5-week period. Quarterly extended mass layoff numbers are from establishment where private sector nonfarm employers indicate that 50 or more workers were separated from their jobs for at least 30 days. Information is obtained on the total number of persons separated; the reasons for separation; worksite closures; recall expectations; and socioeconomic characteristics on Unemployment Insurance claimants' such as gender, age, race and residency.

Work Opportunities Development for the Unemployed Program Description Creates a tax support system for Unemployment Insurance. Up to 1% of the Fund for the Development of Job Opportunities is set aside to promote the creation of new opportunities, extend existing jobs and modify their compensation, amongst others. Besides providing a tax break for employers, it hopes to ensure an even distribution of the costs involved in the unemployment compensation system.
Customers Employers Equal Opportunity Employment for the Youth Program Description Works with government agencies for the implementation of affirmative action plans for jobs for young people from 16 to 29 years of age in accordance with the stipulations in Executive Order No. 43 of January 13, 1985, Administrative Bulletin No. OE-1985-43. Also collects statistics and files quarterly reports to the Labor Secretary to check the implementation of said plans.
Customers Unemployed youths between the ages of 16 and 29 Employment and Other Statistical Indexes Program Description Provides socioeconomic statistical information, consumer price indexes, inflation and dollar valuation in order to promote the development of public policy. Also conducts research on the needs of the companies in terms of human resources, their training and their skills.
Customers Puerto Rico's Government, the private sector, universities, centers of higher learning, high schools and elementary schools, community organizations and international organizations. Labor Market InformationProgram Description Is a tool used by the Bureau of Labor Statistics that encompasses 7 areas of statistical information and a Field Personnel Division. Data is used to develop training programs and to help the employer understand market growth opportunities bases on the number of avalilable resources.

Job Opportunities and Summer Jobs Program Description Encourages the creation of subsidized and non-subsidized employment opportunities. It offers youth the opportunity to develop skills through short term job placement.
Customers The unemployed, partially disabled, college and high school students Employment Guidance Services and Other Programs Program Description Serves as a link between the company and the worker, helping employers satisfy their need to recruit employees. Also offers occupational counseling services to workers who need to expand their opportunities in the job market.
Customers Industrial workers covered by the Employment Security Act who have become unemployed involuntarily and who are willing and able to work, people who are legally authorized to work, employers in the private sector and all agricultural workers, domestic service providers and state and municipal government workers. Disabled Veterans Outreach Program Program Description Offers services to disable veterans and their families in order to assist and prepare them to obtain careers and maximize their employment opportunities.
Costumers Disable veterans and their families, employers, state and municipal governments. Community Service Job Programs for Senior Citizens Program Description Provides training and development to low income workers 55 years and older through short term job placement.
Costumers Low income or unemployed workers 55 years and older. Protection Against Employment Discrimination Program Description Ensures compliance with law dispositions which establish public policy related to on the problem of job discrimination for reasons of age, race, color, religion, political ideals, sex, social origin and nationality. Also, investigates complaints filed by employees and job applicants who allege discrimination for the reasons given.
Veterans Employment Representative Program Description Offers services to veterans and eligible spouses to increase employment and job market opportunities.
Costumers Veterans and eligible spouses that are capable and available for employment, state and municipal government. Program Description Promotes the implementation of federal and state safety and health standars in the work environment through memos, inspections and related complaints in the public sector as well as the private.
Customers Central and municipal government and private sector employees, as well as their employers. Temporary Non-Occupational Disability Insurance Program Description Establishes temporary disability insurance for workers who lost their income as a result of illness or injury.
Customers Government employees, corporation employees that function as a private entity, dependents of insured, employers and insurance companies.
Customers Young university students who are legally authorized to work.
The proposed consolidated budget for Fiscal Year 2012-2013, amounts to $131,207,000. This amount includes $10,409,000 from the Joint Resolution - General Fund, $2,810,000 from Special Appropiations, $85,833,000 from State Special Funds, $31,568,000 from Federal Funds and $587,000 in Revenues from Internal Sources.
Operating Expenses reflect a decrease of $3,791,000, when compared to the funds assigned for fiscal year 2011-2012 due to the implementation of an Early Retirement Incentive Program and as a result of Reorganization Plan No. 4-2011 that merged the functions of the Right to Work Administration and the Administration of Future Entrepreneurs with the Department of Labor and Human Resources.
Reorganization Plan No. 4-2011 goal was to provide a structure that meets citizens' service expectations and provides better quality of life while at the same time reducing expenses, strategically aligning resources and by providing citizens better access to services. SUMMARY OF AVAILABLE RESOURCES
