LABOR RELATIONS BOARD.


LEGAL AUTHORITY

Act No. 130 of May 8, 1945, as amended, known as the Puerto Rico Labor Relations Board, created the Labor Relations Board. Act 333-2004 created the Bill of Rights for the Labor Force, granting the Labor Relations Board jurisdiction to review and resolve complaints and violations related to the Bill of Rights.

MISSION

Provide a quasi-judicial forum to attend and resolve quickly, efficiently and impartially, certain employee-employer disputes between employees, unions and employers, maintaining peace in labor relations and contribute to Puerto Rico's economic development.

PROGRAM

Investigation and Adjudication of Cases

Program Description

Investigates, process and resolve controversies that arise from employee-employer relations, disputes between employees, unions and employers. These services protect employee's rights, guaranteed by Law and in the Constitution, for collective bargaining and ensure peaceful labor relations.

The statistical data was provided by the Agency during the Fiscal Year 2012-2013 budget formulation process.

Employers, workers belonging to labor unions, labor unions for the agricultural and industrial sectors and those in public corporations.


FISCAL YEAR 2012-2013 PROPOSED BUDGET

The proposed consolidated budget for Fiscal Year 2012-2013 amounts to $1,392,000. This amount includes $892,000 from the Joint Resolution - General Funds and $500,000 in State Special Funds.

Operating Expenses reflect a decrease of $20,000 when compared with the funds assigned for Fiscal Year 2011-2012 due to the loss of non-recurrent funds for the acquisition of a server.

State Special Funds are assigned through contributions from public corporations and the following legislation: Act 207-2008, known as the Labor Relations Board Special Fund Act.
