LEGAL AUTHORITY

Act No. 222-2011, created the Electoral Comptroller's Office as the governmental entity in charge of overseeing and monitoring the financing of election campaigns, candidates and political parties in order to maintain the transparency of the process and ensure compliance with laws and standards.

MISSION

Oversees and monitors the financing of election campaigns by establishing a just and nonpartisan audit system; applicable to, per its Organic Act: natural person and legal entity, media, public relations agencies, candidates, political parties, groups and committees.

PROGRAMS

Donations Audit Office

Program Description

Oversees that all donations comply with the established law requirements and that they are received following established processes.

Customers

Natural person and legal entity that collects, spends, contributes, receives funds or participates in fund raising activities resulting from an election campaign; with the exception of Resident Commissioner in Washington DC.

Expenses Audit Office

Program Description

Oversees that electoral expense accounting follows the established controls and limits while in compliance with law requirements.

Customers

Natural person and legal entity that collects, spends, contributes, receives funds or participates in fund raising activities resulting from an election campaign; with the exception of Resident Commissioner in Washington DC.

Administration

Program Description

Plans, manages, supervises and supports the operations of the Electoral Comptroller's Office.

Customers

All employees, offices and divisions, that comprise the Electoral Comptroller's Office.

FISCAL YEAR 2012-2013 PROPROPOSED BUDGET

The proposed consolidated budget for Fiscal Year 2012-2013 amounts to $4,879,000 from the Joint Resolution General Fund.

The funds from the Joint Resolution General Fund will be used to cover operational expenses and will help the agency meet the goal of overseeing and monitoring the financing of election campaigns, candidates and political parties, per what is established by its Organic Act.

The Electoral Comptroller's Office's duties are executed by the Donations Audit Office and the Expenses Audit Office. It also performs duties belonging to the Electoral Audit Office that was part of the Commonwealth Election Commission.
