TRAFFIC SAFETY COMMISSION.


LEGAL AUTHORITY

Act 33 of May 23, 1972, as amended, created the Traffic Safety Commission as an organism of the Commonwealth of Puerto Rico Government Executive Branch to coordinate the planning, administration, and execution of traffic accidents prevention programs. Act 33, Article 3, supra, established the Automobile Accident Compensation Administration (ACAA, Spanish acronym) as the governmental entity that assigns state funding for the functioning of the Commission.

PLANNING AND COORDINATION OF TRAFFIC SAFETY

Program Description

With the support of private enterprise and other Commonwealth of Puerto Rico agencies (for example, the Puerto Rico Police) develops, promotes and implements educational programs to prevent traffic accidents and related tragedies.

FISCAL YEAR 2012-2013 ADOPTED BUDGET

The adopted consolidated budget for Fiscal Year 2012-2013 amounts to $13,878,000. This amount includes $12,187,000 in Federal Funds and $1,691,000 from Other Income.

Operational expenses reflect an increase of $607,000 when compared to funds assigned in fiscal year 2011-2012. The Commission expects a rise in federal funding. The contributing federal program is the State and Community Highway Safety Act. These funds will be used to establish programs and initiatives to prevent traffic accidents.

Other Income resources will be used for operational expenses and are assigned by the Automobile Accident Compensation Administration (ACAA). Any changes to this amount will depend on what funds has available.

The adopted budget will allow the Commission to meet its duties and programmatic commitments, established by its Organic Law, specifically to continue educational activities on seatbelt use, children's car seats and alcohol prevention. Resources will also be used to continue educational activities related to motorcycle safety and to continue gathering data about traffic accidents.
