Act No. 1 of January 20, 1966,
as amended, known as the University of Puerto Rico Act, reorganizes the University into a system of university campuses and one administration of regional colleges, under the direction of a President. Through
Act No. 2 of January 20, 1966,
as amended, funds are provided to the University of Puerto Rico.

Assignments for transfer to the University System
Program Description
Collects funds destined to cover institutional commitments as per regulation orders, and develop new programs and projects. The funds will be transferred to each unit, after evaluating the needs and determining the required amounts.

FISCAL YEAR 2012-2013 ADOPTED BUDGET
The adopted consolidated budget for Fiscal Year 2012-2013 ascends to $1,481,302,000. This amount includes $812,276,000 from the Special Appropriations fund, $21,687,000 from State Special Funds, $322,955,000 in Federal Grants, $151,845,000 from Revenues from Internal Resources, $128,571,000 from Other Income, $37,022,000 from Loans and Bond Issuance and $6,946,000 from the American Recovery and Reinvestment Act of 2009 (ARRA).
Operational Expenses reflect a net increase of $49,308,000 when compared to funds assigned in fiscal year 2011-2012 due to the increase of $52,277,000 in the General Fund Formula Contribution established by Law and an additional appropriation of $1,900,000 for Resident Physicians of the Graduate Medical Education and Dental Program, UPR Medical Sciences Campus.
The funds from Special Appropriations will provide income to pay for the operational expenses of the University of Puerto Rico. In addition, they include additional resources to take care of unavoidable commitments, such as: mandated scholarships, payment to the medically indigent at the Medical Science Campus and payment of interns' and residents' salaries at that Campus. Funding is provided for the Center of Diabetes Studies, studies related to Alzheimer disease, the Ponce's Center for Autism, and funds for medical, odontology and veterinarian students. Additional funds are included for: the Center for Advanced Studies for Medical Emergency Personnel, the Comprehensive Cancer Center, and the operational expenses of the Seismic Network.
State Special Funds are generated from income collected from training, development and courses offered by government agencies, such as the Health and Education Departments and some municipalities. They are part of the funds included in the General Fund of the University of Puerto Rico and they will be used to pay for rendered services.
Contributing federal programs are: the Federal Pell Grant Program, Federal Work Study Program, Public Health Traineeship, Biomedical Research and Research Training and smaller grants for the research and development of additional academic programs.
Revenues from Internal Resources are generated from registration and construction fees. These funds are used to cover operational expenses across the System and are part of the University's General Fund.
Other Income is used to cover general expenses and is generated from recovering indirect costs from federal funds, and income produced through the gambling industry. The latter are transferred from the Tourism Company, who determines the required annual amount.
The University of Puerto Rico, in its exercise of its administrative and fiscal faculties, obtains funds for the financing of capital improvements through bonds issues. These funds are used for reconstructing and reconditioning structures as well as development of new infrastructure projects.
