APPROPRIATIONS FOR THE POLITICAL PARTIES.


LEGAL AUTHORITY

Act 222-2011, as amended, known as the Puerto Rico Electoral Law for the 21st Century, regulates the contributions that political party candidates can receive.


FISCAL YEAR 2012-2013 ADOPTED BUDGET

The adopted consolidated budget for Fiscal Year 2012-2013 amounts to $11,600,000 from Special Appropriations - General Fund and will be used to cover the operational expenses of all political parties and to finance the general election.

The Appropriations for the Political Parties ascend to $2,400,000 and $9,200,000 from the Voluntary Fund for the Financing of Election Campaigns, per what was established by Fiscalization of Political Campaign Financing Act.

These funds are included in the Electoral Fund and the Voluntary Fund for the Financing of Election Campaigns. Act 222-2011, as amended, created the Electoral Fund and assigned funds from the General Fund for its financing, implementation, administration and operation. It states that during the election year, political parties can spend up to $600,000 of this fund.

The Voluntary Fund for the Financing of Election Campaigns establishes a joint effort with citizens for the financing of campaign costs. Only registered and certified political parties that have an active candidate for the Governor's Office can apply to use this funds. All funds needed are assigned from the General Fund and from donations received by the political parties and the candidates.
